‘Criteria’ is not singular.

Criteria is a plural form:

The criteria for a passing mark are listed.

To use criteria as anything but a plural is incorrect, but painfully common:

There is only one criteria for passing this test.

The correct singular form is criterion:

There is only one criterion for passing this test.
