Right-click on the game's shortcut and select Properties. On the resulting screen there is a Target text field. Go to the end of the text inside it, add a space, and then add -width 1024 -height 768 -refresh 75 -novid to the end.
All that does is tell the game to run a resolution of 1024x768 at a refresh rate of 75hz, and to skip the intro videos. You can, of course, change the numbers to something you prefer, or that you know is supported by your monitor. After you’ve set your graphics options in-game you should be able to remove this text from the Target field of your shortcut and run normally.
